Today (8th) morning, the first Pan Himalayan Regional Communication Forum was held in the main building of the Qingshuihe Campus of the University of Electronic Science and Technology of China. The second session focused on regional communication and social development in the process of global localization. Professor Chen Changfeng presided over the discussion.

This article explores the regional communication and social development of the Pan Himalayan region from three aspects: the geographical space as a multicultural community, country studies: the starting point of cross-cultural communication communities, and the possibility of constructing cross-cultural communication communities.
Related research should start from the perspective of a community with a shared future for mankind, explore the possibility of constructing a cross-cultural communication community in the region, take country studies as the research starting point, and explore more detailed cultural, religious history, and media origins within each country. From multiple perspectives such as ideology, platform, and content, construct a coexistence space for regional cross-cultural communities.
Professor Zhan Xun from the School of Public Administration, University of Electronic Science and Technology of China: Information dissemination and social governance in Sichuan Tibetan areas under the background of mobile internet.
From the increasing complexity of information dissemination in the context of mobile internet in Tibet to the urgent need for Tibetan party media to enhance their communication power through “two micro and one end” to enhance their guidance, this article introduces the development status of the eight major WeChat official accounts of Sichuan Tibetan party media. Taking the prevention and control information of echinococcosis in agricultural and pastoral areas in WeChat tweets as an example, this article discusses how to leverage the positive role of mobile social media in social governance, and explores the information dissemination and social governance in Sichuan Tibetan areas under the background of cross mobile internet.
Professor Tuo Jiguang from Sichuan Normal University: How to restore the dominant position of ethnic minorities in ethnic communication
Believing that the mission of minority communication is to serve as the most important channel for ordinary people to understand the external world, and on the other hand, it is also a bridge for them to communicate with the outside world. Firstly, the current situation of ethnic minority communication is introduced: the discourse of “the other” and the discourse of “the other”. Currently, the official is the dominant force in domestic ethnic minority communication activities, while the group mainly responsible for specific communication is the Han ethnic group. There is a dual relationship between these individuals and ethnic minorities, which is both ontology and “the other”.
Secondly, there is a return to the dominant position of ethnic minorities. Self speaking and leading various communication activities are the key to ensuring that ethnic minority groups have a dominant position in ethnic communication activities. Empathizing with their information needs, striving to meet them, and forming a high degree of emotional and psychological understanding with members of this ethnic group, deeply understanding their desires and goals for external communication and expression, and striving to help them achieve these desires.
